Institute

DSMI, The Digital Single Market Institute, is an independent research institute devoted to the legal architecture of Europe's digital economy.

The digital transition forces us to rethink the internal market. The proliferation of European instruments governing digital activity, among them DMA, DSA, Data Act, DGA, AI Act, GDPR and MiCA, raises a twofold problem: how these regimes articulate with one another, and how their regulators overlap. One EU rule can still produce 27 different markets through divergent national implementation.

This fragmentation directly affects the competitiveness of European firms. Regulatory differences increase compliance costs, create barriers to cross-border activity and make it harder for innovative companies to scale across the Single Market. In digital markets, where scale is often decisive, fragmentation can itself become a competitive disadvantage.

The Institute was created to address this problem. It identifies and measures the legal and regulatory fragmentation of Europe's digital economy, assesses its consequences for businesses and competition, and develops concrete recommendations to overcome it.

Bringing together academics, industry and institutions, DSMI examines whether European law actually delivers a single digital market and supports the growth and competitiveness of European firms.
